Coordination meeting of DDOs/HoDs held
YINGKIONG Mar 15: Upper Siang district Deputy Commissioner Dr. Tariq Thomas called a coordination meeting and interactions session of all DDOs/HoDs at DC's conference hall, Yingkiong yesterday.
During the meeting the Deputy Commissioner asked all the DDOs to submit the bills in time before the cutoff date declared by the government. Dr. Thomas instructed all DDOs to deduct VAT as per schedule of the rate prescribed by the government. The Treasury Officer clarified that MRP and DC's approved rate is inclusive of all taxes and the present practice of adding VAT on MRP should be stopped on contract works. The TO and Supdt. Tax & Excise clarified that 12.5 per cent shall be deducted in taxable turn over. Income tax should be deducted monthly through Income Tax Challan No. 281 and return file properly. Dr. Thomas further stated that cash payment of purchase of item should be restricted to contingency expenditure only. DIPRO
DC holds meeting with hotel owners/managers
ITANAGAR, Mar 15: A meeting was convened today in the chamber of the Deputy Commissioner Itanagar Capital Complex with the owner/managers of all the hotels located in the Capital Complex.
Informing that the conference halls hotels would be requisitioned for election purpose, the DC Mige Kamki handed over the requisition letter to the representatives of the respective hotels during the meeting. Further, he also informed that if any political party desires to hold any meeting in the Conference hall of hotels, they should seek prior permission from the Deputy Commissioner, Capital Complex.
Law and order problem was also discussed at length and at the same time, the DC also advised them to maintain cleanliness, proper hygiene and hospitable environment.
Welcoming their suggestions, the DC also asked them to maintain proper register, brochure and to follow proper formalities for the peaceful conduct of the Elections. Informing that flying squads and static surveillance team were already performing their duties 24/7 with strict vigil, the DC also informed that Income Tax officials will also start working soon. Further, the DC who is also the RO for 13th Itanagar Assembly constituency informed that no nomination was filed today by any candidate. DIPRO
Illicit liquor seized
AALO, Mar 15: Following direction from District Magistrate and Superintendent of Police on possession of illicit liquor at various locations, a raid was conducted by Superintendent of Tax and Excise Teli Ngomdir along with constables D. Yomcha and K. Ngomdir of APP and seized huge quantities of illicit liquors from eight different locations of Aalo township.
The raid was necessitated as series of complaints was raised on stocking of illicit liquor at different places largely contributing to night time nuisances by young boys to disturb public peace and tranquility. As this kind of activity may likely disturb election procedure, the District Magistrate and Superintendent has already given signal to act tough on such issues and caution the IMFL wholesalers/retailers to abide by the order issued to them and adhere to personal discussion with them on sale schedule in the meeting. PPA announces 4th list of party candidates
ITANAGAR, Mar 15: People's Party of Arunachal (PPA) president Nikh Kamin has announced the fourth list of candidate for the April 9 State Legislative Assembly elections.
The party fielded Longwang Wangham from Pongchou – Wakka, Ngamkha Wangno from Longding – Poama, Takir Kurdu from Daporijo, Denny Maling from Taliha, Pani Taram from Koloriang, Ejenso Yun from Hayuliang and Toko Sheetal from Itanagar.
Meanwhile, party president Kamin in a statement clarified that the name of Rongnai Manham was wrongly declared as the party’s official candidate for Kanubari constituency in the first list. While regretting for the mistake, Kamin stated that party’s candidate for that Assembly Constituency will be declared at later stage.
APPSU demands realignment of power supply line
ITANAGAR, Mar 15: Expressing concern over the frequent damages to the main power supply line in Tarasso area by some miscreants from Assam side, the All Papum Poma Students’ Union today appealed to the department concerned to relocate the power supply line running from Boroi Tea Estate to Langra Centre (Nagabill) in Assam area along the newly constructed road from Balijan to Tarasso within Arunachal territory.

SUMA reiterates opposition to NPF’s entry into state’s politics
ITANAGAR, Mar 15: The Students’ Union Movement of Arunachal (SUMA), in a memorandum, has urged the Chief Electoral Officer to ensure that no Naga People’s Front (NFP) candidate files nomination paper for contesting in the upcoming Lok Sabha and Assembly elections in Arunachal Pradesh.
SUMA said that entry of the Nagaland based political party in Arunachal Pradesh, which does not have agenda other than to promote the interest of Nagaland, will have serious impact on state’s social, economical and political field with far reaching consequences.
“Further, it can not be assured that there will be an incident free polling, if the NPF is encouraged to fight the election as the party may adopt different strategies and means to win elections for its candidates with help of certain underground elements,” the memorandum said.
The students’ union appealed to the people of the state to stand united and join hand with it in its democratic movement against NPF’s alleged attempted gate crashing.
Drive against traffic violators continues
ITANAGAR, Mar 15: Continuing its drive against traffic violators, City Police today imposed fine to 115 vehicles for violating sections of MV Act and realized Rs.163,00 as fine from the violators, informed City SP.
The drive will continued, the SP said, and advised the vehicle owners to get proper number plates fixed on their vehicles and carry all relevant documents.
Excise observer holds meeting with tax and excise commissioner
ITANAGAR, Mar 15: The Excise Observer from the Election Commission of India Santosh Kumar Mishra, who arrived here today to assess the alertness and effectiveness of state excise machinery during the election period held meeting with Commissioner (Tax & Excise) Marnya Ete and district excise functionaries through video conferencing.
He asked all the officials to take all kinds of measures (including daily monitoring of liquor movement, strict checking at all excise gates, daily monitoring of retail shop timing etc.) to ensure that no liquor is used for inducement during the election period.
Showing concern over the expenditure sensitivity in the state during elections, he instructed that no leniency be shown in implementing the instructions of the Commission, to anybody. He directed that appropriate records must be maintained at the shop level to ensure close monitoring.
He expressed his satisfaction on the progress made so far in confiscating the illicit liquor and putting CCTV in all the bonded warehouses and wholesale locations in the state. He is scheduled to visit districts to assess the ground realities. DIPR

Congress announces list of candidates for Arunachal
Itanagar, Mar 15: Congress today announced its candidates for the April 9 assembly elections in Arunachal Pradesh along with the names of two nominees for the two Lok Sabha seats in the state.
Seven new faces, including son of Arunachal Pradesh Congress President Mukut Mithi, figured in the list which was released by him at Congress Bhawan here this evening.
The new faces include Mama Natung (Seppa West), Dikto Yekar (Daporijo), Talem Tapoh (Rumgong), Tori Ragyor(Mechuka), Tatung Jamoh (Pasighat West), Mutchu Mithi (Roing) and Chow Zingnu Namchoom from Namsai assembly constituency.

Sitting party MLA P D Sona was also not given ticket this election.
Later talking to reporters Mithi informed that the party tickets were given based on winning prospect of the candidates.
When asked why the participation of women in the election was limited to only two candidates (both sitting MLAs), Mithi disclosed that the party requested all the aspiring candidates to submit applications and only five applications were received. "Out of five we have selected Karya Bagang (Chayangtajo) and Gum Tayeng (Dambuk) which represents more than 33 per cent," Mithi categorically said.
The party also nominated sitting Lok Sabha MPs Ninong Ering and Takam Sanjoy to contest from Arunachal East and Arunachal West Lok Sabha seat respectively, Mithi added.
Meanwhile, many ticket aspirants who were being denied Congress tickets were reportedly holding parleys with other political parties.

Educate & guide the voters, says central awareness observer
SEPPA, Mar 15: Educate and Guide the voters of the rural areas to exercise their voting right, said Kuldip Singh Dhatwalia, Central observer in a meeting with all the members of SVEEP, MCMC, Executive Magistrates and AEROs in DC’s Chamber Seppa today.
Dhatwalia who is on tour to Arunachal West Parliamentary constituency as an awareness central observer said that along with conducting the election, it is a challenge for us to tell the people of the rural areas about the date, time and their polling station enabling them to exercise their voting rights. He added that polling team should act as a facilitator and let the voters feel comfortable during the polling day so that they can participate the election without fear or favour. He explained the role of media certification and management committee aimed at regular media monitoring and ensured that the political parties don’t misguide voters through unfair advertisement thereby inducing voters. He said that there should be ethical voting, good participation and exercising of voting right without fear. He enquired of the status of informatics centre with DIO and urged him to provide best possible backed up information facilities to the administration. BRO demanded to repair eroded portion of Siku bridge

PASIGHAT, Mar 15: Apprehending major flood in the coming monsoon, Mebo Banggo Block ZPM Oling Perme has demanded the Border Road Organization (BRO) to immediately repair the eroded portion of Siku brigde at its right abutment.
Strong current of Siku river breach this portion every year. But the authority concerned has failed to adopt suitable preventive measures to control the river flow. The BRO, pretending paucity of fund is delaying renovation of the road portion and embankment works on the river bank, which is causing apprehension of the local people of flood fury in the coming monsoon.
The ZPM, who accompanied 1443 BCC (Project Brahmank) Officer Commanding Pankaj Kumar and other BRO officials during a visit to Siku river recent requested the officials to work out a permanent solution to the perennial problem.

Villagers threaten to boycott poll

PASIGHAT, Mar 15: The villagers of Nugong Banggo area under Pangin Assembly constituency have threatened to boycott the ensuing assembly and parliamentary polls until and unless a true assurance is given to improve the road connectivity of the area.

of PRI leaders and Gaon burahs held a meeting at Sissen village and reviewed developmental
projects implemented in the area during the last one decade. After a threadbare discussion
on developmental issues of their area, they were unanimous over the fact that the

The leaders of Nugong Banggo area including PRI members, have submitted a representation to East Siang Deputy Commissioner highlighting the problems faced by Sissen, Riew, Begins, Rasign, Komsing, Karo, Jorsing and Panggi under the assembly constituency due to lack of proper road connectivity. No remarkable development activities have taken place in Nugong Banggo area under Pangin in East Siang since 1972. Neither the elected MLAs/MPs nor any political leader has taken any initiative for infrastructure development of the area, it alleged.
In another major decision, the PRI members and Gaon Burahs of Nugong Banggo area have decided resign from their respective post if the state government fails to take up their issues before the forthcoming elections.
Thus, the irritated citizens, panchayat leaders and GBs, standing on their rigid decision of “No road, No vote” warned the political parties and candidate not to enter the Sissen village and its adjoin areas without negotiation.
Copies of the representation were also submitted to the Governor of Arunachal Pradesh, Chief Secretary and the State Election Commissioner drawing their attention towards people’s grievances and poll boycott threat due to the alleged indifferent attitude of the state government.

TEZU, Mar 15: On the onset of the arrival of Expenditure Observer Rajesh Oja in Tezu, today B.M. Mishra Lohit District Election Officer cum Returning Officer for 2nd East Arunachal Parliamentary Constituency informed that all suspicious transactions above 1 lac in all the Banks are being watched and monitored.
Oja is being assisted by the Assistant Election Observer from all the Twenty Seven Assembly Constituencies and East Parliamentary Constitution to closely monitor the expenditure of political parties and the respective candidates.

Condolences pour in for former minister
ITANAGAR, Mar 15: Arunachal Pradesh government today declared Sunday as state mourning day on account of the demise of former minister T C Teli who passed away yesterday after a prolonged illness.
As a mark of respect to the departed soul, the national flag will be flown at half mast in all the government offices, the official order read.
Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has expressed shock and grief on the sudden demise of former minister T. C. Teli. Governor has conveyed his sincere condolences to the bereaved family and offered prayers for eternal peace of the departed soul.

Election notifications issued, no nomination papers filed on first day
ITANAGAR, Mar 15: The Election Commission of India today issued the notifications for election to two Parliamentary constituencies (Arunachal West and Arunachal East) and 60 assembly constituencies of Arunachal Pradesh.
With the issue of notifications the nominations will be received by the respective Retruning Officers upto March 22 next. The scrutiny of nominations will be done on March 24, while the last date for withdrawal of candidature is fixed on March 26. The polling will be held on April 9 from 7 AM to 5 PM. While the counting of votes will be held on May 16.
No nomination paper was filed today in the state for Parliamentary and Assembly seats.
Since, it is a simultaneous polling for Lok Sabha and Assembly seats, two separate Electronic Voting Machines (EVMs) will be used for voting.
Meanwhile, the election machinery is fully geared up in the state for the simultaneous polls. Vigorous monitoring is going on across the state to check violation of model code of conduct by political parties and candidates.

First phase of training for polling officers held
ITANAGAR, Mar 15: First phase of training of Presiding and Polling Officers appointed by DEO Papum Pare for the ensuing Parliamentary and Assembly Election started at Sidhartha Hall today.
CEO Chandra Bhushan Kumar while addressing the officers exhorted them to work with dedication to successfully overcome the challenges ahead of simultaneous poll of Parliamentary and Assembly elections of the state. He said that holding the simultaneous poll of Parliament and Assembly elections itself is a huge task and a big challenge for all people who are involved in organizing it but the support and cooperation of each and every individual will help in successful conduct of election.
He urged upon the officers to mentally prepared themselves to serve in any circumstances as they may deployed in other district during the polling period where there is shortage of manpower. The CEO also appealed the officers to share the information with their own people and educate the voters as every citizen has the right to vote and to participate in democratic process. He also informed that 1950 a helpline number has been set up at CEO’s office where any one can call if they have any complaint or queries. The CEO also informed that training for the teachers, who were appointed as Polling Officers but presently engaged in CBSE work, will be held on March 23.

DEO holds coordination meeting with officers

While presiding over the meeting she suggested the officers to actively involve in their assigned tasks as they are responsible for election management till the completion of poll process. The challenges this time is enormous due to simultaneous Lok Sabha & Assembly elections and wouldn't be easy for the administration, she opined. She further directed the HoOs not to grant any kind of leave to their subordinates without consent of the DEO. She further urged HoOs to furnish details of their staff strengths on or before Sunday morning for immediate preparation of polling personnel data base.
For any kind of confusion, ADC (Eln) Rupok Boje, EAC (Eln) Tsering Gambu and CO (Eln) John Modi would be available to help, she added.
